Prepaid or postpaid? Choosing a water metering model for an estate

For an estate facility manager the meter is the easy decision. The billing model is the one that determines whether you spend your Mondays chasing arrears.

Most estate committees arrive at this question after a bad year — arrears climbing, a handful of residents disputing every bill, and a facility manager spending more time on water accounts than on the estate. The meter hardware is rarely the problem. The billing model usually is.

The two models, honestly stated

Postpaid

Meters are read, consumption is calculated, invoices are issued, and residents pay in arrears. It is familiar, it requires no vending infrastructure, and residents who are used to it do not have to change anything.

It also means the estate is financing every resident's water consumption for the length of the billing cycle plus however long collection takes. On an estate of 300 homes that is a real working-capital position, and it is carried by the service charge — which is to say, by the residents who do pay.

Prepaid

Residents buy credit before consuming. The meter holds the balance, decrements it against measured consumption, and closes when the balance is exhausted. Cash arrives before the water does.

The trade is administrative burden for a vending platform. Someone has to run the vending — token generation, top-up channels, reconciliation — and residents have to be able to top up at 11pm on a Sunday without phoning anybody.

The tenanted-unit row is the one that decides it for most Lagos estates. Where a significant share of units are rented, postpaid billing puts the estate in the position of pursuing a landlord for a tenant's consumption, often after the tenant has left. Prepaid moves the obligation to whoever is actually using the water, which is both fairer and vastly easier to enforce.

Why the meter technology follows from the model

Prepaid metering requires a meter that can hold and decrement a balance and close a valve — so the meter is a smart device with a battery, a valve and a communications path, not just a register. Once you are buying that, the mechanical-versus-ultrasonic question resolves itself:

  • No moving parts. An ultrasonic meter measures transit time across the flow. There is no impeller to wear, so accuracy does not drift downward over the meter's life the way a mechanical meter's does.
  • Low-flow accuracy. Ultrasonic meters register small flows that a mechanical meter misses entirely — including the slow leaks inside a property that a resident does not know they have.
  • Tamper resistance. Magnetic tampering that defeats a mechanical register does not work on a transit-time measurement, and modern units log tamper events.
  • Battery life. Properly specified, a decade or more, which matters when the meter is in a chamber under a driveway.

The parts estates usually underestimate

Vending has to be genuinely available

A prepaid system whose only top-up channel is the estate office during working hours will fail, loudly, the first weekend a family runs out. Bank transfer, USSD or app-based vending with immediate token delivery is not a nice-to-have — it is the difference between a system residents accept and one they campaign against.

Bulk metering at the estate inlet

Install a bulk meter on the estate's supply as well as the domestic meters. The difference between the bulk reading and the sum of domestic readings is the estate's own non-revenue water, and it will tell you about a leak in the internal reticulation months before anyone sees water surfacing. Without it you have no way to distinguish "residents are using more" from "the estate is leaking".

The transition itself

Moving an existing estate from postpaid to prepaid is a communications exercise at least as much as an engineering one. Residents need to understand what happens to their outstanding balance, how top-up works, what the emergency credit provision is, and who to call. Estates that install first and explain afterwards generate a year of friction that had nothing to do with the technology.

A reasonable default

For a Nigerian estate with a meaningful proportion of tenanted units and any history of arrears, prepaid ultrasonic metering with a proper vending channel and a bulk meter at the inlet is the model that ends the Monday-morning arrears meeting. For a small, owner-occupied, high-trust estate with clean collection, postpaid with accurate ultrasonic meters and a bulk inlet meter is perfectly defensible and cheaper to start.

What is rarely defensible is the status quo of estimated billing on ageing mechanical meters, because that is the arrangement in which nobody — resident, committee or facility manager — can tell the difference between over-consumption and a leak.
